Prof. Dr. Makshoof Athar who hold two third divisions in his academic careeris is working as Director, Institute of Chemistry, University of the Punjab, Lahore. He have obtained third division in F.Sc. and B.Sc. He also stood fail in his M.Sc examination at Quid -i – Azam University Islamabad and had to spend an extra semester to pass his M.Sc. in Chemistry. Prof. Dr. Makshoof Athar was appointed as Director of the Institute of Chemistry, by the Vice Chancellor Prof. Dr. Mujahid Kamran bypassing the senior most Professor of the Institute Prof. Dr. Zaid Mahmud. According to the University of the Punjab sources the Vice chancellor have exercised his power to select a person from the three senior most professors of the institute. It is very interesting to mention that no consideration was given to the academic credentials of the Prof. Dr. Makshoof Athar at the time of his appointment as a Director of the institute.

In his representation, Prof Zaid Mahmood had alleged that PU Vice Chancellor Prof Dr Mujahid Kamran appointed a junior faculty member Prof Makshoof as Director of the varsity’s Institute of Chemistry “in gross violation of merit policy announced by the Chief Minister”.

Prof Zaid said he was the senior most Professor in the Institute of Chemistry and had 25 years service to his credit while Prof Makshoof had only five years service at the Punjab University. According to the representation, Prof Zaid Mahmood has 60 research papers out of which 45 have been published in journal of impact factor while Prof Makshoof Athar has only 30 research publications out of which only three have been published in journal of impact factor.

Prof Zaid Mahmood also reported to the News the honourable court had directed the Punjab University administration on March 10, 2011 to place the matter before the syndicate but it did not comply with the direction of the court, as syndicate’s meeting held in May 25, 2011 did not had this particular case on its agenda.

Before his (Prof. Dr. Makshoof Athar) appointment as a director Prof. Dr. Makshoof Athar was working as professor of physical chemistry, based on different complaints by the students that he is incompetent to teach to students of physical chemistry, vice chancellor have turned his post to a professor of applied chemistry without any selection board.
